Arrow Season 7 Episode 19 Recap

The 9th Circle is on the move in Arrow Season 7 Episode 19. First, the terror organization steals an ARGUS database. Then, they break in and steal steal the tablet with the Archer program. Diggle suggests they meet with a contact he has at the DIA. Meanwhile, Oliver is determined to find Emiko and tell her that Dante had Emiko’s mother killed.

General Stewart

Diggle and Stewart have a long, complicated history. Stewart was Diggle’s father’s commanding officer in the military. Stewart led Diggle to believe that his father was a hero, but that was a lie. Diggle’s father was negligent, costing the lives of his fellow squad members. Stewart lied so that Diggle would grow up with his father as a heroic role model while Stewart married Diggle’s mother and put Diggle and Andy through spartan survival exercises while growing up.

Stewart confirms that the 9th Circle has an ARGUS database of DIA assets and a bio-weapon named Cygnus X-1. With the list of assets, the Archer program, and the bio-weapon, the 9th Circle has most of the components they need to wage terror attacks against the city. When the team splits up to check on the agents on the list, Diggle and Stewart are shot with tranquilizers and taken hostage by the 9th Circle. Dante tortures both Stewart and Diggle, causing Stewart to give up the code needed to weaponize Cygnus X-1. Stewart and Diggle put their training to the test, freeing themselves, signaling the team, and fighting their way to the extraction.

Felicity’s Legacy

Felicity is upset that the program she developed to help save the world is being used to destroy it. Alena is upset that they lost the program just as another company was preparing to buy it from them. When the team goes after Emiko and the 9th Circle, Felicity attempts to take control of Archer back from the 9th Circle. Unable to do so, she uploads a patch that causes Archer to destroy itself.

During the confrontation, Stewart uses his expertise to talk Diggle and the team out of the building to safety. Oliver confronts Emiko, telling her that Dante had her mother killed. Before Emiko can process what Oliver’s saying, Dante returns and saves her from Oliver. Later, Emiko kills Dante for killing her mother.

Alena has recovered Archer’s root code and suggests they rebuild the program. Felicity says no. Her legacy will be whatever comes next. She plans to build something that will only help and can never be used as a weapon. Alena, however, still has a drive with the Archer program on it.

Galaxy One

Arrow Season 7 Episode 19 Recap

In the future, Felicity learns from the helmet taken from one of the Galaxy One soldiers that Glaaxy One has expanded the Archer program and has equipped its enhanced soldiers with the AI in their helmets. This comes after Mia and Conner locate a power source for the helmet from the Deathstroke gang, which is led by Conner’s adopted brother and former best friend, John Diggle Jr.
