Looks like you might be able to catch a Shiny Pikachu no matter where you live. We know that people could catch a Shiny Pikachu at the Pokemon Outbreak event in Japan, but now it seems the distribution has spread around the world. You'll still have to be lucky to catch one, but at least now you have a chance!
